Heres a trick to reduce puffiness.
Stick a small spoon in the freezer. When its frozen, take it out and put it on your eye, or area of puffiness. Keep it there for about a minute on both eyes. Worked for me!

Botox is actually intended more for wrinkles, as it paralyzes the muscles of the face rather than actually lifting the skin.
Anyways, I've tried many different eye creams, and I would definitely recommend Pond's Age DefEye. It's very effective on loose skin as well as puffy bags and wrinkles. I've also heard rave reviews about Clinique All About Eyes, but I haven't tried that personally.
